Leonia Public Schools

Notice is hereby given that the Leonia Board of Education will be receiving sealed bids at the board offices located at 570 Grand Avenue, Leonia, NJ, for the Science Lab Relocation at Leonia High School.  

Commencing on April 27th, 2026, a copy of the bid instructions, bid forms and specifications may be inspected and picked up from Environetics Group Architects, P.C. at 180 Sylvan Avenue, Englewood Cliffs, NJ 07632 between the hours of 9:00 a.m. and 3:00 p.m., except Saturdays, Sundays and holidays for a non-refundable deposit of $30.00 (Thirty Dollars) for electronic files in .pdf format. All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and specifications. Bids are to be marked in a sealed envelope and delivered to Dr. Phil Nisonoff, Interim Business Administrator/Board Secretary at 570 Grand Avenue, Leonia, NJ 07605, with the name of the project, “Science Lab Relocation at Leonia High School” plainly marked on the front of the envelope. Every bid must be accompanied by a certified check or a bid bond in the amount of 10% of the bid, but not in excess of $20,000.00.

All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act as to the Bidder and all subcontractors.

All bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. The Bidder must include with its bid its own Business Registration Certificate and that of all subcontractors. 

Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., “The Law Against Discrimination” and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.

This project is a school facilities project as defined in the Education Facilities Construction and Financing Act, N.J.S.A. 18A:7G-1 et seq. and may be funded in part with grant monies from the New Jersey Schools Development Authority (SDA). All contractors and subcontractors engaged by the Board to work on this project shall agree to be bound by the terms of a Grant Agreement issued by the SDA, which, if applicable, will be available for inspection at the Board office during business hours.

No bidder who is on the State Treasurer’s or the Federal Government’s List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project.

A pre-bid meeting shall take place at Leonia High School located at 100 Christie Heights Street,   Leonia, NJ 07605 on May 12, 2026 at 11:00 A.M. The attendance of all bidders is requested and strongly encouraged. All requests for clarification and/or interpretation by Bidders must be submitted in writing to Environetics Group Architects, P.C. at 180 Sylvan Avenue, Englewood Cliffs, NJ 07632 by May 15, 2026 at 4:00 PM.

Bids must be submitted to the Leonia Board of Education no later than 11:00 AM on May 28, 2026. All bids will be opened and read to the public at that time by the School Business Administrator at the board offices. No bid may be withdrawn for a period of sixty days from the opening of the bids.

The Leonia Board of Education reserves the right to reject any or all bids and waive any minor informality in the bidding process in accordance with the law if it is in the best interest of the Board of Education. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Leonia Board of Education.

PLEASE TAKE NOTICE that in accordance with the provisions of Chapter 231, Laws of 1975, the “Open Public Meetings Act,” notice is hereby given that the Leonia Board of Education has made the following change to its regular public meeting. The meeting originally scheduled for February 10, 2026 is canceled and rescheduled for February 3, 2026, at 7:00 p.m., to be held at Anna C. Scott Cafeteria, 100 Highland Street, Leonia, NJ 07605.

Take notice that pursuant to Section 13 of P.L. 1975, Chapter 231, of the Laws of the State of New Jersey, the Leonia Board of Education shall meet in the Anna C. Scott school cafeteria at 7:00pm, and that said meetings will be open to the public. The meeting schedule is as follows:

In the event that such schedule is hereafter revised, a schedule of such revised meetings of said Leonia Board of Education shall be posted and published as required by law. The Board reserves the right to take action at any and all board meetings.
